Ah - found out! It is very close to St Leonards, on the new bit of cycleway. Due to a shortage of space, a choice had to be made between endangering cyclists & pedestrians, or holding up traffic a wee bit when a bus stops. It seems that traffic won.

That really is a shocker. Unfortunately for the DCC they’ll cop a load of flack for it even though it’s a Waka Kotahi mistake I presume. I totally agree with Andrew (the original poster) that this is the reason we need much better engagement with the biking (and walking) community in Dunedin.
